State Archives Awards $5.2 Million to Local Governments and Educational Institutions to Improve Records Management
The Viva88Archives awarded $5.2 million in Local Government Records Management Improvement Fund (LGRMIF) grants to 87 local governments, school districts, and educational institutions across the state to help improve records management systems to better serve the public, State Education Commissioner Betty A. Rosa announced today. These grants support an array of projects including helping local governments manage paper records, converting historic documents and microfilm to electronic records, and backing up archival and vital records such as maps, deeds and mortgages, cemetery records, meeting minutes, and other important documents.
Board of Regents Chancellor Lester W. Young, Jr. said, "We take great pride in supporting initiatives that enhance records management and safeguard important documents essential to New York's rich history. This funding will help ensure that municipalities and institutions can continue to provide records access, management, and other important services to citizens in their communities."
Commissioner Rosa said, “These funds benefit communities by providing vital services which not only preserve the historical legacy of our state for future generations through document preservation, but also enable school districts and local governments to position themselves for adaptability, growth, and continued improvement to meet and exceed the ever-changing needs of their constituents, stakeholders, and students.”
The Viva88Archives, part of the State Education Department, administers the , which are used by local governments to improve their record management systems to better serve the public. It is a competitive program with grants awarded based on the merits of the applications. The LGRMIF derives its revenues from a small fee paid when people file or record documents with county clerks and the Register of the City of New York.
Since its inception in 1988, the program has provided over $246 million in competitive grant funds to local governments statewide to support a variety of projects.For example, the County of Dutchess received $17,175 to continue its Ancient Document Project. The project will provide funds to process, digitize, index, and provide free online access to court filings contained in the collection. Dating from 1721 through 1889, the county’s Ancient Document Collection contains the filings and other incidental reports from the Dutchess County Courts of Common Pleas and General Sessions. These records preserve a unique record of daily life in the county along with insights into the significant and under-studied role played by the courts in county governance.
Additionally, project categories include:
- Disaster Management: projects aimed at developing, testing, and implementing disaster and business recovery plans to protect local government archival and vital records, both hardcopy and electronic.
- Inactive Records: projects aimed at planning, developing, or improving the management of records during the inactive phase of their life cycle. Inactive records are records that are used infrequently but must be retained because their retention periods have not yet expired.
- Historical Records: projects aimed at preserving historical records or using local government records as teaching tools in the community and in the classroom.
- Files Management: projects aimed at improving the systematic control of active files.
- Document Conversion and Access: projects aimed at converting records to another format through the use of microfilming or imaging.
Grant projects and all related work must be completed by June 30, 2024.
“After thirty-five years, these grants continue to help local governments embrace the records management opportunities offered by new technology, e-government services, and shared services,” said Christian Sampson, former Town of Ramapo Town Clerk and chair of the Local Government Records Advisory Council, which provides advice and guidance to the State Education Department on programs and grants to support records management in local governments in New York State.
