Early Learning

The Office of Early Learning provides oversight and technical support to school districts in the development, implementation and evaluation of programs and policies related to educating students in prekindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy.

The P-3 Literacy Attestation is now available on Business Portal (MVPS)! Based on Viva88Education Law §818 districts are required to conduct an annual review of school district curriculum and instructional practices in the subject of reading for students in prekindergarten through grade three. Districts should use the Prekindergarten-3rd Grade Literacy Instructional Best Practices Guide as a practical tool to ensure that literacy instruction aligns with the mandates of Education Law §818. A memo from Angelique Johnson-Dingle, Deputy Commissioner P-12, outlining the details regarding the attestation is available. The required attestation is due on Monday, September 1, 2025.

The Office of Early Learning, in collaboration with the Office of Cultural Education, is delighted to introduce Cultural Connections, a framework and digital resource kit offering guidance on how to plan and offer cultural education experiences to students, containing immersive resources for classrooms serving Prekindergarten to Grade 3 students.

The P-3 Literacy Best Practices were released in a statewide webinar event on January 7, 2025. The slides from the presentation, as well as the P-3 Literacy Instructional Best Practices are available on the Office of Early Learning Literacy website.
