This memo provides information about the 2022–2023 school year Accountability growth results and State-provided growth results that are calculated by the Viva88Education Department (Viva88 or “the Department").

Two measures of student growth data will be available:

  • Unadjusted student growth measure accounts for students’ prior achievement only.
  • Adjusted student growth measure takes into account students’ prior achievement as well as student demographics (e.g., English language learner, students with disabilities, and economic disadvantaged) and school characteristics.

Unadjusted Student Growth Measure (Accountability Growth Results)

Due to the COVID-19 pandemic, the Department amended the accountability section of New York State’s Every Student Succeeds Act (ESSA) Plan for the 2023–2024 and 2024–2025 school years based upon 2022–2023 and 2023–2024 school year results. As part of the rebuild phase amendments, grades 4-8 Student Growth measure will include one year of student growth percentiles (SGPs) and will be provided for informational purposes only. This information is an important complement to achievement data and can play a critical role in continuous improvement planning to meet the unique needs of students.

The Department expects to make the Student Information Repository System (SIRS) 112 Student Growth for Accountability verification report available to authorized users on or around Wednesday, November 29, 2023. For information on accessing these reports, please see page.

Adjusted Student Growth Measure (State-provided Growth Results)

Pursuant to Chapter 59 of the Laws of 2019, which amended the Student Performance Category requirements of Education Law §3012-d, State-provided growth results are not required to be used for Annual Professional Performance Reviews (APPR) and are only provided for informational purposes.1

The Department expects to make data available for teachers, principals, and schools of grades 4–8 English Language Arts (ELA) and math as well as principals and schools of grades 9–12 and grades 4–12 on or around Wednesday, November 29, 2023.

The Department is actively evaluating the purpose and use of these State-provided growth results. As part of that effort, it is important to gather perspective and feedback from various stakeholder groups. Please consider taking a few moments to complete a to provide the Department with your thoughts on this topic.

Accessing State-provided Growth Results

Growth files will be available to authorized users on the secure Information and Reporting Services Portal (IRSP). For information about accessing the IRSP, see the . When users log in to the portal, a folder that includes several files will be available for download.

Using Student Growth Results for Continuous Improvement

The information in the available files reflects student growth captured on grade level state assessments between the 2021–2022 and 2022–2023 school years. These results can be particularly useful when combined with local data to gain additional understanding of individual student academic growth related to standard proficiency over time as well as the aggregated growth of students whose records are linked to teachers, principals, schools, and districts.2For example, district and school analyses of these data might include queries regarding which populations of students need additional supports, which educators might be leveraged to share expertise, and where districts and schools might allocate resources differently to meet the needs of educators and different populations of learners.

[Teacher/Principal/School]-Student 4-8.csv These files may contain multiple records per student. Each student record contains available student growth percentile (SGP) scores for ELA or math for the 2022–2023 school year, plus the historical test scores and other student demographic information used to calculate student growth percentiles.3
[ELA/Alg]_student.csv These files contain one record per student, and the data are used to calculate the Grades 9–12 SGPs, including the historical test scores and other student demographic variables.
GRE_student.csv This file contains one record per student. Demographic variables and prior Regents assessment history used to calculate Grades 9–12 comparative growth in Regents Examinations passed measure are included in this file.

Additional State-Provided Growth Results

There are up to thirteen (13) data files that include State-provided growth scores and ratings for grades 4–8 teachers, principals, and schools, as well as principals and schools that serve students in grades 9–12.

[Prin/School]_4_8_9_12.csv These files contain the grades 4–8 & 9–12 HEDI ratings and scores and combined HEDI ratings for principals. They also contain scores for schools with State-provided growth subcomponent data for both grades 4–8 and 9–12.
4-8 [Teacher/Prin/School] ByGrade.csv These files contain multiple records per teacher/principal/school for different subjects and types of scores (and may contain information for more than one school if a teacher or principal is assigned to multiple schools). MGP scores, confidence intervals, course demographic variables, and the number of SGPs included in MGPs are also included.
[Prin/School]_GRE_MGP.csv These files contain one record per principal/school and is a combination of all the calculated Grades 9–12 growth score data, including each measure, the confidence intervals for each measure, the number of student scores included in each measure, and the HEDI score and points for each measure and for the measures combined.
4-8 District HEDI.csv This file contains multiple records per district and identifies the number of reportable teachers, principals, and schools by subject.
4-8 District ByGrade.csv This file contains multiple records per district and identifies the number of reportable teachers, principals, and schools by subject and grade.
District.csv This file contains one record per school and is a combination of all the calculated Grades 9–12 growth score data, including each measure, the confidence intervals for each measure, and the number of student scores included in each measure.

2Only principals for whom Staff Assignment records were submitted by the district receive growth results.
3For each student in grades 4-8, a “student growth percentile” (SGP) is calculated based on their ELA and math State assessment results in the current year compared to similar students with the same academic history. Typically, up to three years of prior year assessment results are used to calculate student growth scores. However, due to the cancellation of the 2019–2020 and particularly low participation in the 2020–2021 Grades 3-8 ELA and Mathematics Tests, the 2022–2023 SGPs are calculated using only the 2021–2022 prior year assessment results.
